Use of psychotropic medications with elders who are mentally challenge is a very common procedure. However, patterns of medication usage in this group are not easily determined. Objectives were to explore relationships between prescribed psychotropic treatments, the types of reported behavioral difficulties, and the size/type of living settings where these difficulties were exhibited.
Subjects were moderately mentally challenge elders who were living in Congregate and Group care settings who were observed and rated by caretakers using a standard behavior rating instrument. Comprehensive medical (drug) and demographic data was obtained on each person. The study revealed that psychotropic use was more frequent in congregate care settings for these older clients.
Those more elderly demonstrated a tendency toward higher utilization. Little differences were evident in the general characteristics (sex, IQ, reality orientation) of elders living in the two settings despite differences in drug use rates. Future research needs to focus on differences in behavior problems and setting factors to more fully understand drug utilization rates in elders with mental retardation.

Differences among older black/white families (25 black, 75 white) regarding permanency planning for a member with mental retardation was examined. Family characteristics, functioning of the individual with mental retardation, and support resources were compared. These differences were examined in relation to the family's planning efforts.
Results showed black families were less likely to (a) desire residential placements outside the family home and (b) make financial arrangements for their relative with mental retardation for after their own lifetime. Both economic and sociocultural factors explained these planning differences.

This article supplements and extends an article by these authors published in the July-August issue of CHILD WELFARE. It suggests that a strengths approach, with guiding principles of family preservation, be used to empower child protective service (CPS) caseworkers and to enhance their cultural competence.
A three-dimensional training model for planning and evaluating CPS cases has been developed to encourage workers to examine their attitudes, knowledge, and skills in working with ethnically different clients through various phases of intervention. Questions related to case planning, intervention, evaluation, and termination are presented for self-monitoring and training purposes, and practice implications are discussed.

Available data on the informal support networks of aging mentally challenged persons was reviewed. The availability and role of relatives (especially siblings) and friends was discussed. The problem of strain experienced by the informal support system was considered, drawing from research conducted about non-retarded elderly persons. Areas in need of research were identified throughout the paper.

The structure and patterns of service utilization of all elderly persons who received state-supported mental retardation services in Massachusetts was examined. Results indicated that this group is growing in size, using an increasing number of services, and becoming frail. Qualitative data were reported about the strengths and weakneses of age-integrated, age-specialized, and generic aging services for elderly persons with mental retardation.

The relationship between age and community adjustment was studied in a sample of 153 de-institutionalized mentally retarded adults. Those aged 18 to 54 were compared with those aged 55 and older with respect to IQ, rate of recidivism, community adjustment, and residential environment.
Results showed that although the two groups were comparable in IQ and recidivism rate, the older subjects lived in less autonomous residences in the community and functioned at a lower level. Alternative explanations for these results were offered, and policy implications were presented.

This article addresses issues for child protection managers, such as hiring, program design, service evaluation, and policy development. It presents three frameworks for levels of organizational change: cultural sensitivity, which modifies existing services to better meet the needs of target populations; self-reflective cultural sensitivity, which calls for managers to be aware of personal and organizational cultural values; and cultural solidarity, which acknowledges that organizational power is vested in managers, which can oppress clients.
